I tried long division, only to be disappointed. The only way I solved it was to sub my own numbers into the smaller equation. It didn't take long to find the equation worked if x = 5 and y = 1: 2(5) - 3(1) = 7. From there, it's just a matter of plugging into the longer expression:
4(25) - 12(5) + 9(1) + 18 = 100 - 60 + 27 = 67. The answer is B.

4x^2-12xy+9y^2+18 can be written as (2X-3y)^2 + 18 which is nothing but 7^2 + 18 = 49+18 = 67 which is less than 70.
