1. The second blank is pretty straightforward - it should be the opposite of "prohibiting". Only "engage" makes sense here.
2. Having filled the second, the first becomes easier. It is "paradoxical" of what the employers are doing to engage stakeholders while prohibiting the same for employees.
3. In the same lines, the third blank should be "banned from using". There could be ambiguity among other answer choices. For example, "tired of employing" will make second sentence completely disparate from the first and the entire paragraph becomes non cohesive.
