Please suggest universities in USA for PhD in CSE

My profile:
GRE: V: 137, Q: 160, AWA: 2.5
TOEFL: 76
Research experience: Undergraduate thesis + current NLP based research work (planning to submit in conference this month)
Research Interests: NLP, ML, DL, Cyber Security
Undergraduate: CSE, BUET
Job Experience: 6 years as a Software Engineer
Target: Fall 2021
GRE, TOEFL retaking: November last week
Since currently not eligible to apply in top 100 CS universities and not sure about retake outcome,
should I contact Professors with this profile or after retaking? If yes then please suggest some universities.
After retake based on result will also go for appropriate universities.

I am not an expert in the field of CSE but for a PhD in Business.
However, the Univs depend on your necessity: if you ant to go in California rather than in NYC
But the problem for a PhD is your verbal score both in the test (Verbal part and AWA) and your TOEFL score) which are quite low.
For a PhD you should have at least 160 and 100 for the TOEFL not matter if the PhD is in a top Univ or less
