It says "Rather than enhancing a country's security"; use of word "rather" means we have to select something opposite to "security", so "vulnerability" is a right choice.

The word "rather" is a thought contrastor and serves to invert the meaning of one part of the sentence (enhancing....security) with respect to another part (could serve.....)
Since the first part talks about enhancing the country's security, the second part ought to talk about increasing the country's vulnerability.
