we know it two straight lines are perpendicular to each-other having slops m1 and m2, then
m1*m2=-1. Here, the equation of one line is given; Y=-4*X+C, thus, its slope, m1= -4
which implies, m2=1/4, let the equation be; Y=1/4*X+C1 that passes through (0,-3) point,
therefore, putting the values of X=0 and Y=-3 in the above equation we get the value of
C1= -3 and ultimately the equation will be, Y=1/4*X-3 (D is the answer)
