Local authorities are considering an amendment to the litter law that would raise the fine for littering in the community picnic area to $1,000. Unfortunately, I did not read the question carefully and selected the author's position instead of support for the author's position. The lesson I learned is that whether you are in hurry or do not have much time, you can skim the passage but read the question carefully.
