Let's take x=1
For Qt A
It is given that - The least number of half-pint bottles needed to hold x quarts of milk
so for 1 quart of milk 2 pint bottles will be required. Now 2 full pint bottle so 4 half pint bottles will be needed.
so Qt A = 4
For Qt B
It is given that - The least number of one-quart bottles needed to hold x gallons of milk
so for 1 gallon of milk 8 pint bottles will be needed.
now here quantity in quarts is asked.
2 pints = 1 quarks :: 8 pints = 4 quarts
so Qt B = 4
Thus Qt A = Qt B
For Qt A
It is given that - The least number of half-pint bottles needed to hold x quarts of milk
so for 1 quart of milk 2 pint bottles will be required. Now 2 full pint bottle so 4 half pint bottles will be needed.

We're asked about quarts and gallons and half-pint and 1-quart... But we only need to know the number of bottles to determine the quantity so we can think about them separately.
QA: x quarts of milk / half-pint bottles ==> (a half-pint bottle is 1/4 a quart) so x quarts/ (1 quart/4 bottle) = 4x bottles.
(perhaps a little easier to do QA this way)
QA: x quarts * (2 pints / 1 quart) / (1/2 quart / 1 bottle) = 4x bottles.
QB: x gallons of milk / quart bottle ==> (x*1 gallon * (8 pints /1 gallon) * (1 quart / 2 pints))/(1 quart/1 bottle) = 4x bottles
QA = QB so C.
