Let's put quantity B in terms of X because that seems easier than solving for y in the equation and substituting it into A.
B: y/3 + 3 = (3x-1)/3 + 3 = x - 1/3 + 9/3 = x + 8/3.
x + (any positive number) > x. So B.

We can solve this question using matching operations (my favorite Quantitative Comparison strategy)
Given:
Quantity A: \(x\)
Quantity B: \(\frac{y}{3}+3\)
Multiply both quantities by 3 to get:
Quantity A: \(3x\)
Quantity B: \(y+9\)
Replace \(y\) with \(3x – 1\) to get:
Quantity A: \(3x\)
Quantity B: \((3x-1)+9\)
Simplify:
Quantity A: \(3x\)
Quantity B: \(3x+8\)
Subtract \(3x\) from both quantities:
Quantity A: \(0\)
Quantity B: \(8\)
Answer: B
