ASIDE: it's super easy to take a fraction with 100 in its denominator and convert it to a percent. For example, 19/100 = 19%, 56/100 = 56%, 0.05/100 = 0.05%, etc
In this question, we want to convert the FRACTION 0.2/1000 to a PERCENT Take 0.2/1000 and divide top and bottom by 10 to get: 0.02/100 0.02/100 = 0.02% Answer: C

One way to think about this question is:
$20 is 2% of 1,000. Since the commission is $0.20, you need to shift the decimal point two places to the left. Do the same for the percentage. Start with 2%, shift the decimal point two places to the left, and you'll get 0.02%
