Aside: it's super easy to convert a fraction to a percent if the fraction's denominator is 100.
For example, 19/100 = 19%, 55/100 = 55% and 213/100 = 213%
So....
0.0025 = 25/10,000
Take 25/10,000 and divide numerator and denominator by 100 to get: 0.25/100
0.25/100 = 0.25% = 1/4 %
Answer: C
