Let's test some possible values of x and y...

Given: The ratio of x to y is 79

Case i: It could be the case that x=7 and y=9
When we increase both values by 4, we get: 7+49+4=1113

Case ii: It could also be the case that x=14 and y=18
When we increase both values by 4, we get: 14+418+4=1822=911

Answer: E
