Since there are no restrictions on the values of \(x\) and \(y\) (other than \(\frac{x}{y} = \frac{2}{3}\)), the values can be either positive or negative.
So, if \(\frac{x}{y}=\frac{2}{3}\), then it COULD be the case that \(x=2\) and \(y=3\), in which case Quantity B is greater
It could also be the case that \(x=-2\) and \(y=-3\), in which case Quantity A is greater
Answer: D

x/y=2/3
This is just the ratio of x &y and is open for wide interpretation.
x could be 4; y could be 6 or x could be 8; y could be 12 etc.
