Even if the global impact is harmful, It is unavoidable that some people, country will be advantaged.

Hey,

It says that although Global warming is very bad, for some countries it will be advantageous. Now for option D viable shows possibility. Like it is possible that some will have advantages. But we need a strong word. Look for the clue in vastly detrimental - that means very bad.
