This is just a 10 sec question 
Solution:
As we get a remainder 8 when divided by 10, we know all the units digit of multiples of 10 is 0. Thus the only possible units digit to get a remainder of 8 is 8.
And when we divide 8 by 5 we get a remainder of 3. This is same for all the number with units digit 8.

OA Explanation
Any number N when divided by a divisor x can be written as xQ+R
Where, Q = quotient and R = remainder
Here, N=10Q+8
when Q=0, N=8
Q=1, N=18
Q=2, N=28
When we divide 8,18,28,... with 5, every time we are getting a remainder of 3
