I think the OA is incorrect Carcass.
The coordinates for the center of the first circle are (3,3). The x coordinate for the second circle can be found by adding the diameter of the first circle to the radius of the second, so the coordinates are (10, 4). Therefore, the slope of the lines is (4-3)/(10-7), or 1/7. Thus the correct answer should be (C).
