Quantity B can be anything but lesser than < 20 (5*4)

I don't feel confident about the solution.
My solution:
A: X's digits can take any value above 4. Max is 9.Therefore, max sum would be 9+9+9=27
B: Y's digits can take anytjing below 5. Max is 4. therefore, max sum would be 4+4+4+4=16
So, A>B?
or
Is my answer wrong because I'm only considering the extreme possibility?
