I am assuming it is \(cm\) instead of \(m\)
Col. A: \(\frac{4}{10}\)
Col. B: \(\frac{4}{54}\)
Since the denominator of Col. A is less than the denominator of Col. B
Col. A > Col. B
Hence, option A

The formula for percent change is (new-old)/old * 100, so our quantities can be rewritten as (4/10)(100) and (4/54)(100) respectively. Quantity A is clearly greater, so the correct answer is A.
