For this question, the amount exported, 2.8 represents half (50%) of US production, then the amount produced must be twice of 2.8 . i.e. 2.8+2.8 = 5.6
Now, lets use the percent formula to get the total production.
5.6 is 2% of what number?
5.6 = 2(1/100)*whole
Whole = 5.6*50 = 280
Answer is D.
