"they knew consumers could not afford" is the clue for 1st blank. This means that they were aware of this. Hence, unaware and enamored are out.
"most lenders are still loaning money" is the clue for 2nd blank. This means that the above things are still continuing and demands strictness in regulations. Hence, uncertainty and endorsement are out.
