Consider this as a quant problem.
Let the average fuel efficiency of domestic cars = A and that of imported cars = B.
Now the difference between the average fuel efficiencies = B - A (B > A which is clearly mentioned in passage).
Since A didn't change from 1988 but the difference got reduced, it means B has to become lesser in value.
