The solution is 2/7 because there are only 7 cards, so there are only 7 places in the row where the blue card could be placed. The question asks what the probability is of the blue card being placed on "an" end, meaning either the beginning or the end of the row. So, since there are 7 spots available and it can be placed on either end, that leaves a possible chance of 2/7 for the blue card to be placed on an end of the row.
