The decision made by the author was not completely understandable or comprehensive. So the st blank is questionable
The 2nd blank is limited. The decision made the script limited in its scope or role.
Reductionist is still an adjective. However, reductionist is something that is complicated but explained in a simple manner.
Here we must show that as a consequence of the decision the book does not express all its potential.

We can eliminate omnipotent, and haphazard as well, as there is no choice for the second blank which goes meaningfully with haphazardas a choice for the first blank.
