numbers divisible by 2={2,4,6,8} (0 excluded as it will not make it a two digit number)
so using combination 10C1*4=40 ways we can form such numbers where ten's digit is divisible by 2
total ways of forming a 2 digit number= 9C1 * 10C1 = 90
answer = 40/90 or 4/9
