The first thing to observe is that we are asked for the distance between the tips of the two hands.
Secondly, at 3'o'clock as shown in the figure, both arms are at 90-degrees to each other.
The distance can thus be calculated using the Pythagoras theorem:
\(h^2 = l^2 + b^2 = 3^2 + 2^ 2 = 13 \implies h = \sqrt{13} < 4\)
The answer is Option B
