Having test-driven this car in a variety of realistic conditions and found its performance lackluster at best, I have to say that its maker’s sanguine claims are (i) ______ .
The only clue we need here is the word lackluster, knowing the meaning of the word helps here. Lackluster means dull. Thus, we know that the author is not satisfied with the performance of the car and implies that the sanguine comments of the maker is false/groundless or some other negative term. Only unfounded fits.

both the part of the sentence before and after comma supports each other.
in the first part, the author has emphasized that performance was lackluster. We can use the same word lackluster in the blank.
Now we can look at the choices. LACKLUSTER fits. ( claims can never be mediocre. services can be mediocre)
