The sentence lets us know that the blank will refer to someone who "treats all art with contempt." Since this is literally the definition of philistine, E is the best answer.
An alternative way to approach it, if you're not readily aware of what "philistine" means (like me...), eliminating the other answers works as well. Aesthete, secularist, and chauvinist make little sense. Inquisitor, while having connotations of harshness or severeness, also denotes an act of looking or searching, so that doesn't quite fit either. Therefore, only philistine remains.
