from lowest to highest: (excluding b)

now the condition is 30<b<40, so b can take any value from 31 to 39
for b equals to 31,32,33,34,35 and 36, the rang of this series is the same, 36-2=34 (minimum)
the maximum range can be, 39-2=37, therefore the values of the range can be 34,35,36,37.
from the answer choice, D and E are the answers
