Answer is D)
Just consider the case of square and rectangle, with same perimeter, the area can vary.

just take a case of 8 and 16 as a perimeter, try to maximize the area with perimeter 8, which is 4 and try to minimize the area with perimeter 16, for eg,it can be 7.5,7.5, 0.5, 0.5, which is less than 4.
