There's a straightforward reason that E doesn't work: notice that it has the same slope as line l.

Any two lines with the same slope are, by definition, parrallel. That is, they never intersect.

So there is actually no intersection whatsoever for E rather than there being an issue of whether it is above or below the x-axis.
