The sentence opened with a situation that is associated with answer choices streamline and condense. But annual job cuts and the other factor of rapid technology changes are not the subject of the sentence. Rather, the subject is the decline in the revenues of the newspaper, that those factors brought about. For things to change for the newspaper, it must find ways of generating income, by monetising its contents and by also having them appreciated. Thus monetize and appreciate are the correct answers.
