This revolves around the permanent settlement of an area. As such, for the first blank, 'colonisation' is the best choice; neither 'pursuit' nor 'removal' of land makes sense in that context. The second blank will naturally have 'permanently' as the answer; aboard is used mostly with ships and does not make much sense in the present context while 'away' does not make any iota of sense considering that it is impossible for a person to sail to an island and then to simultaneously stay away. For the third blank, 'arrived' is the correct choice going by the overall theme of the sentence—the permanent settlement of an area— and the word settlers. What do settlers do? They arrive to settle.
