When Jackson is finished playing with his rectangular blocks that each have dimensions of 4 in by 2 in by 1 in, he must put them back in a cube-shaped bin with sides of 5 in. If each block must be laid flat and be laid the same way in the bin, what is the maximum number of blocks he can fit in his bin and still be able to close the lid?

I solved it by dividing the area of the base which is 25/( 4* 2)= 3
then I say that since the height is 1, then I will put 5 layers and for each layer, there are 3 blocks. Total is 15.
but this is wrong and not sure why dividing the two areas is wrong. May someone clarify pls why this Process is wrong?
