Let's arrange the results in ascending order...
City X: 2, 7, 15, 16
City Y: 6, 8, 9, 17
Since standard deviation is a measure of dispersion (how dispersed the numbers are), let's examine the DIFFERENCE between each pair of numbers for each city
City X: 7 - 2 = 5, 15 - 7 = 8 and 16 - 15 = 1
City Y: 8 - 6 = 2, 9 - 8 = 1 and 17 - 9 = 8
As we can see, the values for city X are slightly more dispersed than are the values for city Y, which means the standard deviation for City X must be greater.
Answer: A
