The Florida owlet is neither a bird nor a Florida resident, although Florida __________ the southern part of its range; it is a nocturnal moth.

The owlet is neither X nor Y. However, even though it is NOT both or not represents both fully, Florida is still PART of its range.

D is the answer

E is not possible because we said it is neither....nor. Florida cannot extend itself as part of the range. Florida represents part of its range
