The sentence is long and in this case we must simplify
Basically it says the inability, when the classmate felt down, to help her AND instead to come to rescue her he/she start to laugh "schadenfreude".
From this, the meaning of the sentence is that he was not able to commiserate and show empathy to the classmate.
