I guessed C, can we have a official explanation
Original mix = 0.5p oil and 1.5p water, it's added to 3 p water, so water is now 4.5p with 0.5p oil in it.
% of resulting mix water = 1- (4.5/0.5) = 10%.

I do do not have the OE but the reasoning is perfect
We could also see the same result by simply translate word into math
what % of the new mixture, which is 5, is 0.5 % (the oil which is constant before and after)
\(\frac{x}{100} \times 5 = 0.5\)
x= 10%
