It could be the case that M = 0.08 and N = 0.09, in which case we have:
QUANTITY A: 1 - N = 1 - 0.09 = 0.91
QUANTITY B: N - M = 0.09 - 0.08 = 0.01
In this case, Quantity A is greater

It could also be the case that M = 8 and N = 9, in which case we have:
QUANTITY A: 1 - N = 1 - 9 = -8
QUANTITY B: N - M = 9 - 8 = 1
In this case, Quantity B is greater
