Let A be the event that the people own cars and B be the event that the people own washing machines.
Then,
P(A)=0.4
P(B)=0.5
P(A n B)=0.1
We know that P(A U B) represent the probability that the people either own car or washing machine. We are interested in 1- P(A U B) i.e. they don't own anything
P(A U B)= P(A)+P(B)-P(A n B)=0.8
1- P(A U B) =0.2
Hence, the answer is C.
