Since the question asks for local arrival time for flight 241 in City X, let's convert all times to City X's local time.
The question tells us that the time in City X is 3 hours greater than the time the time in City Y
So, when it's 4 pm in City Y, it's 7:00 pm in City X
Likewise, when it's 12:00 noon in City Y, it's 3:00 pm in City X
So our new table looks like this:
From the information about flight 240, we can see that the total travel time = 7:00 pm - 12:00 pm = 7 hours
So the arrival time for flight 241 = 3:00 pm + 7 hours = 10:00 pm (City X local time)
