i feel that the second part of the sentence is grammatically incorrect. " and the lack of a definite forestalled victor governance and left people anxious about the future of their leadership. what is "definite forestalled victor governance"?

i have verified the question in the kaplan book. the question in the book is as follows; Q. No sir, the comma position is correct. it is an oxford comma so it should come before "and". it should not be lacking of definite victor. grammatically incorrect. it should be lack of a definite victor.

Choices (A) facilitated, (B) augmented, and (E) abetted all have meanings of “strengthened” or ”increased.” Choice (D) lowed might be tempting because it resembles ”lowered,” but the verb “low” means to make the sound of a cow. Choice (C) forestalled is the only option that means “restricted” or “slowed down.”
