How are we assuming that we initially have 30 gallons out of which 15 were utilized? What if there were 20 Gallons initially which remains 5 Gallons out of it?

Let's use your number.
If 20 gallons were initially in the tank, and we remove 15 gallons, then 5 gallons remain.
So we went from 20 gallons to 5 gallons which means the volume of gas is quartered (not halved).
Conversely, if 30 gallons were initially in the tank, and we remove 15 gallons, then 15 gallons remain.
So we went from 30 gallons to 15 gallons which means the volume of gas is halved. Perfect
