Let the length of circular track be x meters;

Speed of A = (x/8)

Speed of B=(x/15)

Time taken for them to meet= Distance/ speed of A - Speed of B (since they are running in the same direction)

Time taken for them to meet= X/(x/8)-(x/15)

Time taken for them to meet= 120/7 mins

Sorry, I don't understand how it explains the point about the laps...

It means for A to meet B once he would have run the circular track once and cover B's distance. One full run around the track is called one lap. Hope that helps.
