OFFICAL EXPLANATION:
conditioned and primed
The correct options should convey the notion that events in one country are influenced by those in another. The synonyms habituated and inured do not agree with the sense of the sentence and recast and accommodated have no synonyms among the options.

A true official GRE question has two answers that are alike in meaning, which means that the two words put in the sentence DO NOT alter at all the emaing of the sentence.

This is not a good question. Something to pass over

Habituated and inured seems synonym but which doesn't give sense, Conditioned is the best fit for the blank but another word that feet can't be found.

The answers to these questions need not be synonymous. Nowhere in any ETS resource will you find them stating that the answers to sentence equivalence questions are necessarily synonymous.

Damn, this Carcass guy is something else, calling everybody's question as not good when he would make glaring mistake in comprehending words. primed by and conditioned by actually has similar meaning. Check the dictionary before denigrating other people.
