The question doesn't state that the number of dimes and/or number of pennies are greater than 0. So how is it B?
IF the question states
Let d = number of dimes.
d MUST be positive at least 1. Also the quantities are positive
Does not have much sense to say the dimes are zero. the quantities would be zero and the answer would be C
But the question would be meaningless

Since the variables d and p refer to the number of dimes and pennies respectively, they must be positive whole numbers (it’s impossible to have −3 dimes, or 1/4 of a penny). Regardless of what numbers the variables represent, 1/10 of any positive number plus 1/100 of another positive number will always be less than the sum of the two whole numbers. Column B will always be greater
