Minimum value of d = 1
Minimum value of p = 1

Thus Quantity B will always be larger than A.

The question doesn't state that the number of dimes and/or number of pennies are greater than 0. So how is it B?

IF the question states

Let d = number of dimes.

d MUST be positive at least 1. Also the quantities are positive

Does not have much sense to say the dimes are zero. the quantities would be zero and the answer would be C

But the question would be meaningless
