I am having hard time understanding Why we're calculating 60% and not 40% & same for 25 vs 75%

This is basically a minimum and maximum problem. Usually when you want to find out the LEAST value you take the other extreme. If you want the highest value you take lowest extreme.

In this scenario you want the lowest value possible considering $16 as starting price point and to obtain the LOWEST value you must use the HIGHEST discount possible which is 40
