The second sentence begins with “Yet,” which sets up a contrast to the first sentence. Thus, while “one step leads to another,” the steps are “irregular and faltering” (Blank 1). Blank 2 must be a negative word, retarding, to contrast with “a movement forward.” To have “power over others” suggests that Blank 3 is ascendancy. The other choices don’t follow the logic of the sentence.
