When you compare mathematically, it is said that smoking and driving seems relatively risk-free. As everything is risk-free, due to which nothing seems worth regulating. First part of the sentence provides reasoning for the second part. Only “so” fits here properly.

I interpreted the first part of the sentence as Smoking and Driving are THE ONLY PARTS which are risky and need regulation while most of the other parts are relatively risk-free and do not need regulation.
Can you please clarify?
