Carcass I doubt E as the answer, A can be the right answer according to me, as it is talking about constructing a shopping mall where population already resides, no?

In other cases, particular kinds of goods, services, and manufacturing facilities have clustered in specialized centers away from the CBD, encouraging the development of particular housing patterns in the adjacent areas

A is not possible . It is mentioned or implied over there
