Hi,
From the given question, the two important figures given are the average temperature of 8 months, i.e., 36 degrees, and the maximum and minimum temperatures in a span of 4 months.
Between January and August, the sum of all temperatures across 8 months comes out to be 288 degrees. This is the maximum we can manipulate the given numbers.
Between September and December, there is no manipulation that can be done. We cannot find the average of the months by adding the maximum and minimum values and dividing by 2, since the temperatures may not necessarily be in an Arithmetic Progression. Therefore, we have no idea of the overall temperature across these 4 months.
Clearly, only 1 of the 2 minimum requirements to solve this question are met, and therefore the answer is (D).

The maximum average possible is (8*36 + 4*36) / 12 = 36 The minimum average possible is (8*36 + 4*26) / 12 = 32.67
However, the question says the maximum and minimum temperatures from Sept to December are 26 and 36, so there should be at least one value of 36 or 26 from Sept to December.
Hence, the average can vary from 32.67 to 36 (both not inclusive), therefore B is the right answer.

Theory
➡ Range = Highest Value - Lowest Value
The average temperature in New Orland from January through August is 36°C. The minimum and the maximum temperatures between September and December are 26°C and 36°C
Quantity A: The average temperature for the year
Now, the average temperature till August is 36°C, but between September to December the temperature varied between 26°C and 36°C. Also, we are given that the minimum temperature recorded is 26°C and maximum is 36°C => There is at least one day in which temperature was 26°C. So, total average will be lower than 36°C as there is no temperature greater than 36°C to balance out the temperature of 26°C, which is lower than 36°C.
Clearly, Quantity A (< 36°C) < Quantity B(36°C)
So, Answer will be B. Hope it helps!
