Given: x/6 + 2 = 6/2
Simplify: x/6 + 2 = 3
Subtract 2 from both sides to get: x/6 = 1
Multiply both sides both 6 to get: x = 6
Given: y/3 + 2 = 9/3
Simplify: y/3 + 2 = 3
Subtract 2 from both sides to get: y/3 = 1
Multiply both sides both 3 to get: y = 3
We get:
Quantity A: (y - 1)/y = (3 - 1)/3
Quantity B: (y - 1)/x = (3 - 1)/6
Simplify:
Quantity A: 2/3
Quantity B: 2/6 = 1/3

Can solve this orally, x=6 and y=3, numerator in QA and QB are the same. Whichever quantity has the smaller denominators is the answer. In this case, A.
